I'd think until they provide positive boost, the turbos will be a restriction in the airflow. Much like blowing into a fan. Simply turning the blades will use up a decent amount of the energy created from blowing, until you turn the fan on and it provides more airflow that you.

Combine that with the fact that the TT motor has lower compression to begin with tells me that at a given vacuum level, the TT motor will be making less power.
